Focus and Scope

The journal for sciences in transport Komunikácie - vedecké listy Žilinskej univerzity v Žiline / Communications - Scientific Letters of the University of Žilina, Slovakia, began publication in 1999 with the expectation that it would provide sufficient space for presentation of the latest scientific knowledge and trends in the field of transport, telecommunications, and information technology. The scientific scope of the journal was mainly focused on the issues of transport, telecommunications, structures, materials, technologies and new areas of the university development. As of September 2018, the journal has been profiled as a scientific journal for sciences in transport focusing on the topic of transport.

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina is now an established open access scientific journal for sciences in transport focusing primarily on topics related to the field of transport. The main areas, related to transport, include Civil Engineering, Electrical Engineering, Management and Informatics, Mechanical Engineering, Operations and Economics, Safety and Security, Travel and Tourism Studies. Research in the field of education also falls under these categories. The list of subject areas represents the covered topics and subtopics in section Topical areas.

Publishing Policy

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina has the open access policy under Creative Commons (CC BY) license and the Article Processing Charge (APC) is 400 Euro (price excluding VAT). An APC is applied to papers accepted after peer review. The price of one additional page of the submitted article beyond the prescribed scope (15 pages) is 50 Euro (price excluding VAT). Print edition fee is 100 Euro per one piece (price excluding VAT) including shipping costs. Our journal operates a standard single-anonymous peer-review process, the successful completion of which is a prerequisite for publication of articles.

Peer Review Procedure

The transport journal Communications - Scientific Letters of the University of Žilina uses a standard single-anonymous peer-review process, which is carried out by experienced scientists, researchers and experts in the field, which are the part of our database of reviewers, or are recommended by the authors. During the review process, reviewers are anonymous, and reviewers know the names of the authors and their affiliations.

In its editorial work, the transport journal Communications - Scientific Letters of the University of Žilina uses the Actavia editorial and review management system, which systematically addresses the standard single-anonymous review process.

Submission of a manuscript to our journal is usually done through the online system available on the journal's website. All the manuscripts must address the topic of transport and must be submitted strictly within one of the listed subtopics. The submission must be accompanied by nominations of at least two reviewers. It is necessary to nominate as reviewers the scientists from countries other than the authors' country(ies) and who have not financially supported the production of the manuscript. It is mandatory to include their full names, affiliations, and e-mail addresses. Authors should provide potential reviewers' personal e-mail accounts (e.g., Gmail/Yahoo/Hotmail) only if their institutional e-mail accounts can be found after performing a basic Google search (name and institution). Without this information, the article will not be accepted into the peer review process. Proposed reviewers should not be the current collaborators of the submitted manuscript authors or have published common works with any of them in the last two years. Authors may propose appropriate members of the editorial board as potential reviewers, or they may suggest reviewers from among authors they frequently cite in their manuscripts. We reserve the right to select reviewers.

The reason we ask authors to suggest reviewers is because they know best who is an expert in the field. Suggested reviewers may also be suitable for reviewing other articles on the same topic. Obtaining contacts for these experts can help us to ensure that we are approaching adequate experts for each article to conduct the peer review.

Manuscripts should be submitted by one of the authors of the manuscript. Submissions from anyone other than one of the authors will not be accepted. The submitting author assumes responsibility for the manuscript during the manuscript submission and review.

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina does not allow a corresponding author to appear in the review process of more than two manuscripts at the same time. It also does not allow the corresponding author to be a co-author of more than two manuscripts in the review process at the same time (this means that one author can have a maximum of four manuscripts in the review process at the same time - two as a corresponding author and two as a co-author). A new manuscript may be submitted after the successful publication of the previous manuscripts.

Manuscript must be accompanied by a statement that it has neither been published nor that it is being under review in another journal. The submitting author is responsible for ensuring that all the other co-authors have approved the submission of the manuscript to our editorial office. It is also the responsibility of the submitting author to ensure that the article has all the necessary institutional approvals. Only the editorial office's confirmation officially determines the date of acceptance. It is a condition of the article submission that the authors allow editing of the manuscript to ensure good readability. Further approvals will be sent to the author(s) prior to publication of the article, unless otherwise noted.

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina accepts the following type of articles: original research articles (should present the results of the original research study). These manuscripts should describe how the research project was carried out and provide a thorough analysis of the research results.

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina supports the ORCID ID (Open Researcher and Contributor ID) identifier. Submitted and verified ORCID IDs appear in the article: in the PDF file, on the web page, and in the underlying XML metadata submitted to Crossref DOI. Authors who already have an ORCID ID can submit it with their name, when submitting their manuscripts. Obtaining an ORCID ID is free and easy through the ORCID registration page.

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina asks authors to acknowledge all funding sources in their manuscript, for example in the Acknowledgements section. If there is no specific funding, this should also be mentioned. The role of the research funder beyond providing the funding itself should also be described. For example, it may be important to disclose whether a commercial organisation funded the study, designed the study and/or employed the researchers, as well. Other sources of support should also be clearly stated in the Acknowledgements section. For example, this may include funding for an open access publication derived from a grant or from the author's affiliation institution, or funding for writing or editorial assistance, or provision of experimental materials.

After the manuscript is submitted, the editors will check whether the manuscript is complete and whether the manuscript has been prepared according to the instructions for authors in section Author guidelines. The quality of the manuscript is not assessed at this point. Those manuscripts that meet the journal's expected standards are then checked for a similarity index using iThenticate software.

A manuscript may be rejected without review if it is outside the scope of the journal, is clearly of insufficient quality, or is missing important sections and data.

Manuscripts submitted for publication in the journal for sciences in transport Communications - Scientific Letters of the University of Žilina and meeting the expected standards of the journal are first evaluated by a language entry check, performed by our language proofreaders (whether the level of English language is satisfactory), an initial scientific check done by the members of the Executive editorial board and an initial check of the suitability of the manuscript after acceptance by the guarantors of the listed subtopics. The guarantors are members of the journal's Scientific editorial board or external experts in the field. The guarantors will assess the suitability of the manuscripts for our journal in accordance with the aims and scope of the journal and select two reviewers, whom they believe would be suitable. They may consider nominating reviewers suggested by the authors but will also check for the potential conflicts of interest before selecting these reviewers. They are also checking the level of the similarity index, calculated according to the journal's requirements (less than 30 %). Manuscripts that do not meet the journal's expected standards are rejected with an explanation of the reason for rejection. If the submitted manuscript meets the requirements of the initial screening, the reviewers suggested by guarantors are approached to prepare reviews of the manuscript.

A manuscript deemed suitable for further consideration shall be reviewed by at least two reviewers. We also invite external experts, not only members of the Editorial Board, to review the article. Potential reviewers judge the invitation based on their own expertise, conflict of interest, and availability. They then accept or decline the invitation. When declining, they are also asked, if possible, to suggest alternative reviewers.

The criterion for reviewing is the scientific and formal scope and objectives of our journal.

The reviewers produce a detailed report on the manuscript with a recommended decision, which may be either acceptance, minor revision, major revision, or rejection.

If the two reviewers give a negative evaluation of the manuscript, the submitting author will be informed that the manuscript has not been accepted for publication.

An additional peer review is required if the manuscript has gotten one positive and one negative review. The additional review will be carried out either by a new reviewer, selected by the guarantors of the subtopics listed above, or by the guarantors themselves, taking into account the comments of the reviewers.

When the reviewers require that the major changes should be made in the manuscript, authors have the option to revise their manuscript. Once the revised manuscript is submitted, the resubmitted manuscript is reassigned to reviewers and further review decisions are based on their evaluation.

In the case of minor revisions required, members of the Executive editorial board or external experts in the field will read the resubmitted manuscript and make a final decision. The members of the Executive Editorial Board and external experts are exclusively scientists from the home organization, the University of Žilina, or its former employees, for whom this work in the journal can bring new scientific experiences and skills.

Authors are strongly encouraged to include a letter of response to the reviewers.

In the case of a positive outcome of the review process, the manuscript is sent for a formal review. The editors will check the compliance of the composition and layout of the manuscript with the instructions to authors to ensure that the manuscript contains all the required sections and stylization.

An assessment of the linguistic quality of the manuscript is then made by the language editor, who has the right to reject the article.

Once the linguistic proofreading has been completed with a recommendation for publication, the manuscript is ready for printing.

The revised manuscript is published online with a DOI – digital object identifier, assigned at this stage.

The final version of the manuscript is published online in the designated issue.

In all the cases, the final decision on whether or not to publish the manuscript is made by the Editorial Board.

The journal uses a continuous publishing model.

The entire manuscript evaluation process described above is usually completed three to five months Please note that the time from submission to publication of a manuscript is extremely variable, as it is sometimes difficult to find suitable reviewers and there might be some delays in receiving the reviews from them. We are doing our best to minimize this time.

Errors in published articles: authors who find an error in their published article should contact the editorial office (listed below) and request that a correction of the error is published. Please note that once an article is published in the journal, no changes can be made to the original article.

Once the review process is completed in the journal, authors can share their experiences on SciRev, which helps us to streamline and make the review process more transparent.

The requirement of a humane approach is fully respected in the review process. The manuscript (its content, scientific potential, intent, results, and beliefs etc.) is evaluated regardless of the race, religion, origin, gender, sexual orientation or citizenship of the authors, the authors team, the reviewers, or the editorial board.

Conflict of Interest

Authors are required to declare (within the article) any potential conflict of interest (COI) that may have influenced their research (e.g., funding) or decision to submit the manuscript to the journal.

Reviewers are required to declare whether they have any potential conflict of interest (COI) that may have influenced their judgement on any article they review. The COI must not prevent them from reviewing the article, but must be disclosed to the editor as soon as it is known.

Editors are excluded from any publishing decision in which they may have a conflict of interest (COI). For example, if an article by a fellow editor is submitted to the journal, the review and all editorial decisions will be guided by another member of the editorial board.

Publisher and Frequency of Publication

The journal for sciences in transport Communications - Scientific Letters of the University of Žilina is published four times a year (January, April, July and October) (circulation is 30 copies per issue) and is owned and published by the University of Žilina in the publishing house EDIS – Publishing House of the University of Žilina.

The duties of the editors towards the owner and the publisher of the journal - the University of Žilina in Žilina, are: to carry out peer reviews of submitted manuscripts, to comply with the guidelines and procedures of the owner's organisation, to provide recommendations to improve the evaluation and dissemination of a scientific material, to comply with the fiscal policy of the owner and the publisher towards the journal, at least insofar as they do not interfere with editorial independence, to comply with the agreed publishing schedules. Fulfilling all the sometimes-competing responsibilities and dealing with the demands of other individuals and groups requires that editors have editorial freedom involving both authority and autonomy. To maintain the professional autonomy, associated with publishing the peer-reviewed manuscripts, editors will not allow their editorial judgment to be influenced by political, commercial, or other considerations. Editors can express the views that may conflict with the views, commercial objectives, or strategic plans of the journal's owner and publisher.

The materials published in the journal for sciences in transport Communications - Scientific Letters of the University of Žilina do not reflect the opinion of the owner and publisher of the journal – the University of Žilina. The editors are opposed to any action that might compromise the editorial independence and are free to allow publication of the peer-reviewed manuscripts. The editors have independent authority to select their editorial board. The owner and publisher is responsible for financial and other matters of management and business policy, but always recognizes and accepts the scientific integrity and objectivity of the journal and the editorial independence of the editors and should not interfere with evaluation, selection, and/or editing of articles in the journal. The relationship between the editors and the owner and publisher of the journal is one of trust and respect.

The transport journal Communications - Scientific Letters of the University of Žilina enforces strict plagiarism checking of each submitted article using the plagiarism detection tools Turnitin and iThenticate plagiarism detection tool is a service provided by the Crossref and used by iThenticate - Similarity Checkmedium, which enables comprehensive screening of manuscripts to eliminate plagiarism and provide a high standard and quality peer review process.

Articles that are considered plagiarized or contain plagiarism will be rejected.

Authors may enter into separate additional contractual arrangements for non-exclusive distribution of the published version of the work in the journal (e.g., for placement in an institutional repository or for publication in a book) with acknowledgement of its first publication in this journal.

Obligations of Authors

By submitting manuscripts to the journal for sciences in transport Communications - Scientific Letters of the University of Žilina, authors acknowledge that the submitted manuscripts have not been published in another journal and are not under consideration for publication (peer-reviewed) in another journal.

By submitting manuscripts to the journal for sciences in transport Communications - Scientific Letters of the University of Žilina, authors acknowledge that they will pay an Article Processing Charge (APC). An APC is applied to papers accepted after peer review.

The authors of the manuscripts take the full responsibility for the submitted article.

In the submitted manuscript, the authors report the results of their original, authentic research, obtained within the framework of scientific principles and relevant legislation. Manuscripts should contain accurate background data, sufficient detail, and references, present an accurate description of the work performed, as to allow other scientists to replicate their experiments, and include an objective discussion of the significance of the work performed. Authors should disclose all the sources of financial support for manuscripts in the Acknowledgements section, if relevant. If authors have used previously published texts in their manuscripts, these texts must be appropriately cited in the authors' manuscripts, adhering to citation standards. If the manuscript includes work with chemicals, procedures, or equipment that have unusual hazards associated with their use, the authors must clearly identify those in the manuscript.

Authors should not publish manuscripts describing research based on the same experiment in more than one journal or publication.

Authorship should be limited to those who have made significant contributions to realization or interpretation of the manuscript. Please note that all listed authors of the manuscript must have made a significant scholarly contribution to the research in the manuscript and must meet and approve all the points of this statement. All those who have made significant contributions should be listed as co-authors. If there are others who have contributed to certain significant aspects of the manuscript, they should be listed in the Acknowledgements section. The corresponding author will ensure that the list of authors of the manuscript includes all the co-authors as defined above, and no inappropriate co-authors, and that all co-authors have seen and approved the final version of the manuscript and agreed to its publication.

When authors discover a significant error or inaccuracy in their published manuscript, they are required to notify the editors of the journal immediately and to cooperate in publishing the relevant error or, in more serious cases, withdrawing the manuscript.

In the cases of alleged or proven scientific misconduct, fraudulent publication or plagiarism, the editors will publish the corrections of error as quickly as possible or, in the most serious cases, withdraw the manuscript in question completely. The reason will be stated in the published error/correction. The authors concerned will be contacted at their e-mail address.

Duties of Editors

Editors are responsible for deciding which manuscripts should be published and for the published texts. In making these decisions, editors are guided by the principles of the journal, as well as by current legislation, primarily regarding defamation, copyright infringement and plagiarism.

The editor should try their best to ensure a fair and appropriate process for evaluation of the submitted manuscripts.

The editors shall consider manuscripts for their scientific content, without regard to the race, gender, sexual orientation, religious beliefs, ethnicity, citizenship, or political philosophy of the authors.

Editors may also consult with other editors or reviewers in making publication decisions.

Editors may not consider manuscripts in which they have conflicts of interest, arising from competing, collaborating, or other relationships or affiliations with any of the authors.

Editors must not disclose any information about a submitted manuscript to persons who are not a part of the editorial and review process.

Unpublished material, published in a submitted manuscript, may not be used in the editors' own research without the express written permission of the author(s).

The editors should take appropriate action when ethical complaints have been made about a submitted manuscript or a published article.

The editors should strive to continuously improve the quality of the journal and to enhance the quality of published articles, by meeting the needs of authors and readers, as well as promoting the freedom of expression.

Duties of Reviewers

Reviewer's report on a submitted manuscript helps in making editorial decisions and can also help authors in improving the manuscript.

Reviewers should only agree to provide a review if they are aware of their competence in the area of research and their ability to produce a statement within the given time limit. In the case that reviewers feel unqualified to prepare a review or know that they are unable to prepare a review within the time limit, they should inform the editors immediately, so that alternative reviewers can be contacted.

All the manuscripts that are accepted for a review must be treated as confidential documents. Reviewers should respect the confidentiality of the manuscripts and the review process and not disclose any information about them to the third parties.

Reviewers must not misuse information from the review process for their own profit, or that of their own organization, or to the detriment of others. Reviewers must not use information obtained through the development of the review process for personal gain.

Reviewers should declare any potential conflicts of interest or bias regarding the authors or the topic of the manuscript. Reviewers should not consider evaluating manuscripts in which they have conflicts of interest arising from competing relationships, collaborations, or other relationships or affiliations with any of the authors.

Reviewers should perform the review objectively and constructively, avoiding personal attacks and belittling the authors. Personal criticism of an author is unacceptable. Reviewers should clearly express their views with appropriate supporting arguments. Reviewers should also alert the editors to any substantial similarity or overlap between the manuscript under review and any other published texts of which they have personal knowledge, and which have not been properly cited by the authors.

The reviewers should prepare the review report within the specified time limit.

The reviewers' main role in the review process is to assess whether the manuscript succeeds in conveying insight into the stated fundamental, new and important results in the field of science, not only for the specialist but for people working in the bordering areas, as well. Even if the manuscript is correct and important, but poorly organized or unclearly written, it should be rejected by the reviewers or at least returned for revision.

The outcome of the review is one of the following decisions: accept the manuscript without revision, accept the manuscript with minor changes, accept the manuscript with major changes, reject the manuscript.

When reviewers, in their report, request that major changes should be done to the manuscript, authors are given the opportunity to make revisions. Once authors submit the revised manuscripts, it is reassigned to reviewers for consideration. At this step, the reviewers merely evaluate the extent to which the authors have incorporated the review comments and recommend either acceptance of the manuscript or minor or major revision of the incorporated comments. The article should not be rejected at this step (subject, of course, to detailed incorporation of the review comments by the authors). Only the editor can reject the article after the insufficient incorporation of the comments was repeated.

Obligations of the Publisher

In the cases of alleged or proven scientific misconduct, fraudulent publication or plagiarism, the publisher, in close cooperation with the editors, will take all the necessary measures to clarify the situation and correct the manuscript in question. This includes promptly publishing the error in an online downloadable file in the PDF format, or, in serious cases, withdrawing the manuscript in question completely, or apologising to the authors.

The Publication Ethics Statement of the journal for sciences in transport Communications - Scientific Letters of the University of Žilina is based on international principles of publishing and ethical principles and best practices and was inspired by the standards of COPE/Committee on Publication Ethics, PERK, and Elsevier.

Data Protection (GDPR) and Privacy

The Editorial board of the journal for sciences in transport Communications - Scientific Letters of the University of Žilina ensures the protection of personal data, eliminates the acquisition of personal data beyond the purpose of their processing, determines the rules of data processing and ensures protection against the misuse of personal data even after the purpose for which they were acquired has been fulfilled, taking into account the Protection of Personal Data (GDPR) at University of Žilina.
